Shortages during the COVID-19 Crisis

Abstract

As the COVID-19 pandemic hit the United States in March 2020, the accompanying toilet paper shortage became a big story. As Fortune magazine reported, a Kimberley-Clark executive stopped at a Walmart in Neenah, Wisconsin. He observed "a long gondola shelf that's completely empty of bathroom and facial tissue. I never in my life thought I would ever see that. That's a very unsettling thing."
