Reforming Credit Reform

Prior to passage of the Federal Credit Reform Act of 1990 (FCRA), the mostly cash-basis federal budget understated costs of loan guarantees relative to other policy alternatives, and overstated the cost of most direct lending. FCRA corrected much of this misstatement of cost by adopting an estimate of the discounted value of the government
