Abstract:
We examine the effects of the recent malpractice "crisis"
in Florida on access to care for high risk obstetrics patients.
We compare access to care before and after the onset of large
premium increases. We also compare access to care in Florida
with access in California, a state not considered to be in
crisis. We find little evidence that patients in Florida have
experienced any increase in travel times. Examining a plausible
measure of quality – the market share of low volume
providers of high risk deliveries – we find mixed evidence
of a crisis effect.
